Cities, counties and other political subdivisions may establish for employees a voluntary life insurance plan.
105.1015. Any city, county, institution of the state of Missouri, or other political subdivision may establish fir employees a voluntary life insurance plan. Participation shall be by written agreement between such employees and the governing body of the city, county, institution, or other political subdivision providing for the payroll deduction and the subsequent administration of such funds.

105.1005. Notwithstanding any other provision of law to the contrary, the state of Missouri, or any city, county, or other political division may enter into a written contract with any of its employees to withhold, in whole or in part, any part of their gross compensation and invest such funds in any such manner as prescribed by the voluntary life insurance plan of the state, or its cities, counties, or other political subdivisions and as permitted under sections 105.1000 to 105.1020
105 1012.
1. Subject to the approval of the Missouri state employees voluntary life insurance commission, the office of administration shall establish and administer a voluntary life insurance plan for the employees of the state of Missouri, Participation in such plan shall be by a specific written agreement between such employees and the state which shall provide for the payroll deduction of such amount of compensation as requested by the employee. Participating employees shall authorize that such deferrals be made from their wages for the purpose of participation in such plan.
2. Funds held for the state by the Missouri state employees voluntary life insurance commission pursuant to a written payroll deduction agreement between the state and participating employees may be invested in such life insurance contracts as am approved by the commission. All such insurance plans or policies to be offered pursuant to this plan shall have been reviewed and selected by the commission based on a competitive bidding process as established by such specifications and considerations as are deemed appropriate by the commission The bid shall include the costs of administration incurred by the office of administration in implementing sections 105.1000 to 105.1020, which shall be borne by the successful bidder.
WHO WE ARE
The Missouri Voluntary Life Insurance Contractor (MOVLIC) was created by House Bill 882 during the 87th General Assembly in 1993 and can be found in Chapter 105 1012 of the Missouri Revised Statutes. In addition to providing voluntary insurance coverage to State employees, the legislation also allows all other public entities in the State of Missouri to join the plan (67.360 RSMO). This includes, but is not limited to cities, countries and school districts.

The five member contractor includes one member of the House, one member of the Senate, and three members appointed by the governor with the consent of the Senate. Members serve three-year terms.

The commission also competitively bids the insurance coverage. The current plan is underwritten by Allstate Insurance Company and includes Life, Long-term Care and other supplemental insurance
